The Department of State (DOS) has issued a final rule regarding the General Provisions of the Exchange Visitor Program. This rule applies to sponsors designated to conduct international educational and cultural exchange programs and allows for the use of digital signatures and electronic transmission for Form DS-2019. The rule will be effective from May 23, 2024. Previously, on March 28, 2023, the Department of State published an interim final rule with a request for comment (2023 Interim Final Rule) regarding the Exchange Visitor Program regulations. In this final rule, the Department of State addresses public comments received in response to the 2023 Interim Final Rule and makes minor revisions to the regulations.
