USCIS has announced a phased expansion of premium processing for applicants who are filing Form I-539, Application to Extend/Change Nonimmigrant Status, and are seeking a change of status to F-1, F-2, M-1, M-2, J-1, or J-2 nonimmigrant status. The agency has also issued guidance on the nonimmigrant exchange visitor (J) visa classification, which includes its role in the adjudication of waivers for the two-year foreign residence requirement and change of status requests under the INA.
The expansion of premium processing for specific Form I-539 applicants will take place in multiple phases. It is important to note the following dates for nonimmigrants seeking premium processing:
On June 13, 2023, USCIS began accepting Form I-907 requests, whether submitted via paper form or online, from applicants who are seeking a change of status to F-1, F-2, M-1, M-2, J-1, or J-2 status and have a pending Form I-539, Application to Extend/Change Nonimmigrant Status. Furthermore, starting from June 26, 2023, USCIS initiated the acceptance of Form I-907 requests, whether submitted via paper form or online, from applicants seeking a change of status to F-1, F-2, M-1, M-2, J-1, or J-2 status when filed together with Form I-539.
